Not every black person in America descended from slaves in America.
And not every white person ever owned slaves, or benefitted from Jim Crow etc.
A family of Polish descent which moved to the US in the 1990s will not be particularly thrilled when asked to pay reparations to African Americans for things they had absolutely nothing to do with.
Likewise, how would slave-owning blacks and their descendants be handled? For example, Kamala Harris' family owned slaves back in the day.

Marginally, yes, but I highly doubt that it would make a huge difference. There are plenty of comparably poor white and hispanics communities in the US in which crime rates are still significantly lower than in impoverished black neighborhoods, so there's clearly a cultural factor at play. Tldr: glorifying "thug life", gangs and irresponsibility toward one's children and wife just doesn't lead to healthy communities.
Imho, prison and/or drug reform would do more to boost black communities than reparations.
