Look at the civil war. It wasn't the oppressed blacks that rose up in the south to cause a civil war. It was the wealthy southern plantation class that didn't want to lose their cheap labor.
In fact black uprisings happened several times and never got very far, exactly because they lacked any kind of meaningful institutional support.
That is one of many civil war origins, but elites still need their fodder to war.
Those 8 million illegal migrants are already weaponized by both sides. Likely future easy votes for Democrats. Republicans shooting them like missiles into the northern Democratic cities. To a degree, already warring between factions and ratcheting up ante.
