My point is that - in whichever context - the overwhelming majority of the moral responsibility for the actions of XYZ falls on XYZ, not someone else. Blame Pol Pot for the Cambodian genocide, not Kissinger. Particularly since we're talking about a region which was already in turmoil before the US even got involved. Things were balanced on a knife's edge, so that any kind of action or inaction could lead to unforeseen consquences.
