Having gone through the Buffalo shooting, El Paso shooting, Christchurch shooting and others, that seems to be the default public response to any shooting where ideology is a motive. Why is this one different?

Because its an outlier, white supremacy is a violent idealogy, trans people are already insane so one acting out is not surprising but also not indicative of the entire population, most nazi's want to cause harm and many do so.
