The fact you think you can just relocate a entier group of people essentially who have little to no education at this point because the implementation of the schooling systems realtivly new, a group that's of the poorest in the country because there's zero previous wealth since money was not a thing not long ago and you think that group is just going to "move".

Again, you are making the case that it would be very difficult for them to move, which I am not disagreeing with. However, just because it might be difficult for them, it does not mean moving is not a legitimate option.
I also fail to see how just because they have no education and no money/savings that it means it's better for them to stay. Didn't you say that one would need a 6 figure income just to have chicken and rice regularly? Wouldn't it make more sense to leave such a god-forsaken land and go to a place like, say Kelowna? They would still be poor and uneducated but at least they can more easily afford basic necessities like grocery. I bet there are also more jobs too.
