The only body with authority to remove a president for high crimes and misdemeanors is congress. Its the DoJ's standing precedent that they do not have authority to indict a sitting president.

Well that's by design, the presidency loosely emulates the monarchy, he is the supreme executive power and all bureaucracy below him in his branch of government serves at his pleasure.
