the billionaire class have politicians they choose to prop up, terrorist attacks can change these plans. also, as america has higher quality buildings and infrastructure as well as a more secure consumer class damaging them can hurt billionaire pockets more than Russians.

now, i'd agree that neither billlionare class has much to fear, but americans moreso.

The point is that this move, at least to me, seems like there's something in the bush. This could be laying the groundwork to get Manchin on board for abolishing the filibuster.
