I did not postulate a dichotomy between golfing and photo ops, you did. The former is what he does with his free time, the latter is what he does while he is "working".
Do you even realize how much you're contradicting yourself here? You accuse Trump of neglecting his duties as president during this time of crisis, that he should work more and relax/golf less. At the same time, you also accuse him of not having spent his time making photo ops in front of graves, which will not bring anyone back to life, not comfort anyone and would just be dismissed as a "phony display" by the liberal media anyway.
Regarding his duties as a president that you were mentioning: Trump has just rolled out bold EOs which will continue the expired weekly unemployment checks, continue the protections of renters and home owners against evictions and cut some parts of the payroll tax. He's really exposing himself with this move (since it's on very shaky legal ground) to help the American people; a move made necessary because Congress couldnt get its shit together. He has taken on a personal risk (if those EOs get slapped in court, it will make him look incompetent and authoritarian) to put the pressure on Congress, get the gridlocked negotiations movign again, and outline the general policy direction the next coronavirus relief bill should be headed to. This was quite literally the most constructive thing he could do in the current situation. But hey, too much golfing, too little public displays of affected grief... orange man bad!
