Mask usage is not a binary all or nothing thing. Masks not preventing infections in prisons, a place where the same persons are in close proximity to each other for 23 hours a day, does not prove that masks are ineffective in general. Particularly not in the settings they're intended for, ones with fleeting contact like retail stores or public transport.
