Trump didnt have any appointments ready when he took office. It took years for him to even submit names for every department. Every other president has a list made and submitted before the general election so Congress can let them know of any issues before they need to fill the seat. Trump was caught with his pants down and it was his own ill preparedness that caused it.

I have more of an issue with WHO he put in charge.. to be factual trump has had more issues with who he selected.
