I doubt WHO has "inspectors"/"investigators" or spies, they can only report what countries are reporting. Maybe it's the blue color pushing people to think this organization has some political purpose like UN ?
Trump is the king of assholes with his cutting-funds-shit-show. The only good reason would be if US intelligence found evidences of corruption or influence within WHO.
The WHO must have known by Jan 14 that this virus was spreading based on human-to-human transmission. This finding by the Chinese authorities was a crystal clear propaganda effort, a blatant lie - and the WHO happily played along because the Chinese have them in the pocket. (See also the way WHO officials have sidestepped any questions about Taiwan's response to the coronavirus since they dont dare to acknowledge Taiwan's existence as an independent state.)
Also note that the current president of the WHO, Tedros Adhanom Ghebreyesus, was a controversial pick (see:

Trump is perfectly right and justified in his scorn of the WHO and how they handled the pandemic. I'm not a fan of cutting their budget in the middle of a global pandemic though; I personally would punish them/dry them up after the world is out of the woods.
