I think the rationale is as follows: she was part of a group that is known to have committed terrorist attacks, and she was found with weapons and explosives, but there is no definitive proof that she herself ever used those weapons and explosives. So technically, one could say that she actively supported the execution of terrorist attacks, ideologically supported them and was officially sentenced as a terrorist for her actions , but that she did not place the bombs herself.
