Meh, I dont know man... when it comes to coronavirus responses, the what if game is not all hypothetical - we can look at different responses in different countries and compare them, at least to a certain degree. The reaction in the US, the reaction by Trump most definitely fall on the slower and less effective side.
The "could more lives have been saved by an earlier shutdown"-question is still simplistic and bogus. And since a proper answer to the actual question "should we have shut down earlier" requires knowledge not only of epidemiology but also about economics, sociology and psychology, Fauci is not in a position to give a comprehensive and accurate answer anyway. No single person is.
