You get the world to pay for military support by sending a bill just like you said. The United States military is not a charity. 1. the us military wants to be there
2. if a bill is send, most countries will tell the usa to remove the base
3. where and how will the usa accommodate the removed bases?
4. the usa is responsible for environmental restoration where necessary
5. how will the base removal costs be absorbed in the us budget
while it might look on the surface like a good idea to remove a substantial number of us bases the processes and costs involved will make that something which cannot be achieved within a few years - maybe donald trump should inform himself, but because he knows that those potentially voting for him don't understand the various subjects (if any at all) he puts fancy populist 'ideas' out which cannot (or only with substantial costs) be realised
