It's a choice between keeping them there and eating a hospital bed for 2 weeks, or shipping them back and letting somebody else use the bed. They even had to ship people out of the city to other hospitals with available beds. It wasn't a mistake, it was a reality of hospital administration. Hospital resources are severely limited in normal times, much less during a pandemic.
