You don't read very well, do you?
The phone company is a utility, and is regulated and monitored as a utility. And as a utility, the phone company cannot "listen in" or do any number of other things on your phone. Likewise, while they can cut off your service based on specific circumstance, they cannot simply "take over" your service, or edit your conversation in any way.
Twitter is not a utility. They are not governed as a utility, and the fact of the matter is, there are hundreds of random people at twitter who, on any given day, can get into damn near anyone's account and do whatever the hell they want.
Which recently happened in a big way. You forget this already?
So again, how can something be official government and twitter?
Something need not be a public utility to be official government communication. Email also isn't a public utility.
