I think in person voting can be made safe for sure. However, it would probably cost more money to do that so I think it makes more sense to just vote by mail. I've voted by mail for years and it's way better. I can vote on my own time over a several week period and just drop it off when I'm done. Regardless, IMO, this is something that's determined by each individual state. I'm not opposed to having temporary funds available for ALL states to enact this though. Old people tend to vote Republican and I wouldn't want their turnout to be depressed due to COVID fears.
