You must not have a complete understanding of how states vs. federal govt., actually work in the US.

The FED supports the whole country (military, infrastructure, etc.). The states are supposed to support themselves. It's like an economic check and balances test for state governments.

/e Cali and NY became rich because they were states with major ports. Now we have... aviation, so a LOT of states can now be ports.
Cali and NY should have adjusted to the NEW international trade methods. They didn't.

New York, for example, no longer NEEDS to have that many people living in NYC. They are a fairly large state.
California is pretty much in the same boat. All the people live in like...3-4 major cities. There is no longer a NEED for that.

These states have money problems, not because of covid-19, but because they haven't adapted.
