Pelosi's tweet:
Trump's expansion of the travel ban to these new countries, and his China travel ban are two different things. Pelosi wasn't talking about the China ban.
And do you think that video somehow disproves my point on Biden? He doesn't explicitly link the China travel ban to xenophobia. He says "labeling COVID-19 a foreign virus" after saying "we shouldn't fall back on xenophobia".
He even says travel bans may slow the virus, and travel restrictions based on favoritism or politics, and not on risk, will be counter-productive.
So, no, unless there's some other information I can't find,
Biden and Pelosi did not speak out against the travel restrictions.

To make matters worse Pelosi put forward a bill called the ‘No Ban Act’ aimed to “Limit executive authority to prevent any president from issuing future bans”
So not only is she against travel restrictions, she wanted to ram through legislation to ban all travel restrictions no matter what. This is worse than speaking out against them! Fortunately it was pulled in March, when Biden was still screaming “xenophobia”, which he had been consistently saying until early April when someone told him not to anymore.

On the same day the travel ban was announced by Health and Human Services Secretary Alex Azar two months ago, Biden told a crowd at a campaign rally in Iowa, "This is no time for Donald Trump's record of hysteria and xenophobia, hysterical xenophobia, and fearmongering to lead the way instead of science,"

Biden first accused Trump of xenophobia in dealing with the coronavirus pandemic on January 31, at a campaign rally in Fort Madison, Iowa -- in comments that came shortly after Health and Human Services Secretary Alex Azar announced the travel ban
if your interpretation is that screaming “xenophobia” after a travel restriction is put in place is not criticism, that’s your prerogative
