Yes cutting down on excess regulations would make healthcare cheaper and more available. Thats common sense.
I base this on years of reading, understanding important concepts and relevant information and having at least double your IQ.
Copying a current countries model is not what I propose.
Several countries like Switzerland have effectively used market oriented strategies to provide better care than the fully nationalized systems.
The US also has many of the best doctors and hospitals in a more capitalist system, albeit a hampered and extremely regulated one. We can do better.
