They are in the same areas, because they share a common factor in being a large population center. Large population areas tend to be liberal and therefore tend to be sanctuary cities. Large population areas also tend to be travel destinations and therefore have a higher chance of infectious diseases arriving.

All you've done is lay two population maps over each other. I could choose literally any other random variable and it would also align with coronavirus outbreaks because it would just follow population density.

So.... sanctuary cities ALSO happen to be the places where we see the fastest coronavirus outbreaks.
