nobody knows the the exact mortality rate of the virus yet, but there is very good, rational reason to assume that it will, when everything is said and done, go down substantially compared to the numbers floating around right now. in the end, his statement about the lethality of the coronavirus will be proven true.
side note: you have no proof whatsoever that Trump stressing the fact that dropping oil prices are good for consumers* was meant as an "everything is fine"-signal rather than a "cheer up"- or "look at the bright side"-signal.
* at least in their own right (as opposed to their role as an indicator of nervous or declining markets).
