She's saying "We can safely re open schools if we have the appropriate measures in place, but most schools don't have them in place" and you're cherry picking "we can safely reopen schools".
I assume then that you just haven't been following this. The director made that claim weeks ago with no caveat. She was publicly corrected by the Press Secretary, who claimed the CDC director was only speaking in a "private capacity". She got the message, and the CDC promptly issued new guidelines.
Schools have safely reopened across the country (private), and community spread has never been linked to reopening so long as the right mitigation efforts are in place.
There are estimates that we are losing millions of years, collectively, off life expectance as a result of this. It will dwarf, vastly, and risk that a teacher might lose their life. It will primarily impact minority students. But Biden couldn't care less, the unions own him.
