Ok, let's make this even simpler. The author of that article is a practitioner of reform conservatism, and is anti-Trump. Look up, Ramesh Ponnuru, yourselves.

The fact that he is anti-Trump is fairly obvious in his article. This ofc, makes one wonder if it's even possible for him to be unbiased when discussing the Trump impeachm....
