You are right that isn't in there. However, she was the one who streamlined the process, was a major spearhead in it, and proposed financial gain for those unwilling to work.
You have no idea what kind of financial loss that could bring. I'm not saying going to renewable energy is a bad idea in time and in gradual small parts, but the idea that a massive scale transition within a short period would create zero financial loss is false. We are a major exporter of fossil fuels. So no, it wouldn't cost "zero dollars".
