The message... "We will kill you without due process outside of the U.S. because you might have drugs."
How many vessels are headed toward the US from economically desolate and heavily sanctioned Venezuela which are legitimate, carrying a normal, non-drug cargo?
Also, how plausible is it that the US military and intelligence community would waste expensive missiles targetting random fisher boats and such?
Mistakes can of course happen, but the only logical assumption is that the vast majority of boats targetted by this program are indeed drug smugglers. And yes, taking those out with extreme prejudice without waiting for court approval is exactly the message the Trump admin wants to send. "Gloves are off, no more messing around; if you try to bring drugs into the US, we'll simply blow you the fuck up."
