As it should have been. Among "other" problems with Obamacare... there were never any "fund" appropriated to support the subsidies to insurance providers, that it paid out.
And that doesn't include the "rights" it took from American citizens, to choose your insurance provider, or the very ridiculous spikes in rates. Probably due to no funding appropriations.
