I don't know how its changed, just adding some anecdotal evidence about the distribution.

We had one relieved because he generally wasn't a good officer. It was like you mentioned though. Change of command, etc.

/e In general... too many bad fitness reports. Nothing really major, just too many.

I see, and it makes sense when you think about it. Probably more than my generational divide theory. ;)

For context, in case anybody wonders: a family member was working as a civilian employee for the US Army in Europe for over a decade during the 80s and 90s, and as part of the job got to know a big number of high-ranking officers. That's my anecdotal evidence for my previous statement that "they were overwhelmingly Republican-leaning during that time".

Right. And done via the chain of command. The SecNav does not relieve people. That article above talks the talk during his address to the crew about the CoC, but that cuts both ways. The CNO wanted to finish the investigation, and that would have been a better way.

Unless it did go up the COC further than we know or thought, before it made the news.
