I had no issue understanding intent.

Most Americans support regulating abortion, and most Kansans support the amendment when polled. Abortion extremism just isn't very popular. The left has really fallen for their own propaganda on this one.

So say that

"The kansas constitution protects the right to abortion, this is a proposed amendment to remove the constitutional right to an abortion from the Kansas constitution."

"Shall the following be adopted?...

...the constitution of the state of Kansas does not require government funding of abortion and does not create or secure a right to abortion."

They are saying that.

They don't believe that the Kansas constitution protects abortion, so of course they're not going to say that it does. They want to pass an amendment to remove any ambiguity from the situation.
