There are racist cops for sure but the link you posted like Cam said, doesn't prove cops are racist. Blacks hare higher risk of being killed by police not because cops are racist but because they commit violent crime at higher rates, which leads to more police interactions.

If the violent crime rates were the same meanwhile there was disparity in risk of being killed by cop by race then yeah we could say there's something there.

I propose that everybody shuts the fuck up and we let Santara and Cambo discuss this topic, because it would be fun to read and Cambo would have absolutely zero recourse to call Santara a leftist to dismiss his points.
