Obama's administration wanted to reset relations with Russia, it did not seek to align itself with Russia in the sense that the Kremlin spokesman is talking about. Trump isn't just being friendlier to Russia, he's turning US foreign policy to align with Russia's interests. He's abandoning Ukraine and being hostile to our European allies. This isn't some strategic pivot, it's a completely visceral move by Trump to align with Putin because he has some weird love of the guy, possibly because of kompromat.

The Obama administration most certainly sought to align with Russia in order to oppose China together. It was right there in the stated goals of the 'pivot to east asia'. Obama had a direct stratrgic goal to serve American national interests and those happened to align with Russian interests. Mitt Romney famously criticized Obama as aligning with Putin and Obama retorted by saying the cold war is over and the 1980s called and want their foreign policy back.
