Quick question: can the Biden admin/the CDC actually do that via a federal mandate? Arent public health measures largely within the discretionary power of local and state governments? Also, what if local authorities in red states refuse to enforce this mandate - can the federal government do anything about that?

Yeah, fine, the mandate calls on local agencies to enforce the mandate. Which is obviously necessary for the mandate to have any effect which goes beyond the one you could achieve with a recommendation.
But what if the police in red states or cities just doesnt enforce it? Would that, in turn, also be a federal crime? Or say a red city mayor in a blue state deliberately doesnt enforce the mandate - could the state AG do anything about it?
Overall, I see a ton of conflict and lack of enforcement with this mandate.

this is the exact situation with legal pot in states weve done fine with for 10+ years. federally illegal, locally legal, and the fed rarely does anything unless interstate commerce comes into play.

Based on the link above, I believe federal agencies would be able to step in. They wouldn't do that though unless it was spreading quite rapidly within a particular city.
