She's rich and sits in an R+33 district in rural northwestern Georgia. Her wealth allowed her to win the primary when the seat was open, her insanity has given her constant media coverage and name recognition and thus prevents any other, more sane candidate from threatening her renomination on the GOP side - and the dark-red partisanship of her district does the rest. Also, like snipa said, a lot of her outlandish views are probably outright popular with the GOP base in a district like hers.
