Yes and no, like small structures who will not be under its restrictions (less than 5 millions visitors a month and less than 3 years old content)
Pretty easy this understand its a weapon against web giants.

If the EU wanted to really help their citizens, they would outlaw the use of the internet outside of office and government environments. The internet has destroyed a generation.

this is nothign more than a placebo. once a site is more than 3 years old, it will have to use upload filters to comply with the copyright directive, which the vast majority of them wont be able to afford. so if a small upstart site takes off, it will either have to go out of business or be sold to one of the big tech corps that form the current internet oligopoly. a new site can only survive despite this law if it becomes so extremely successful in economic terms right out of the gates that it can afford the necessary upload filter infrastructure after such a short amount of time.

i agree with you on the decision and i understand why you are very mad about it. that does, however, not change the fact that the people that voted for it are representatives of the member states. so your anger at our politicians is very well justified, but just blaming the EU because you don't like it anyway, is letting your representatives (mostly establishment and conservatives btw, the 'lefties' and 'greens' mostly opposed it and supported amendments) off the hook too easily in favour of a simpler narrative...

true and wrong at the same time.

true in the sense that there was strong support for this bill from our mainstream parties, particularly the CDU, and that they bear the most blame. but wrong in the sense that among the german MEPs, a majority voted against this bill. so we're essentially getting this bill because we were outvoted by other member states. without having transferred the authority to pass such legislation to brussels, we wouldnt have gotten this bill here in germany.
