It specifically said that the report did not conclude that the President committed a crime, however it also did not exonerate him from the obstruction charge. It laid out 11 instances that one could possibly argue was obstruction, however followed that up with saying “ there were difficult legal issues that would need to be resolved, in order to reach a conclusion that the crime of obstruction of justice was committed by Trump.” So, he said that it could warrant a charge, not would, & then declined to prosecute.
TLDR: Nothing’s going to happen with that
i agree nothing is going to because bill barr quashed it and the legal instances were 1. grand jury investigation, 2. the fact that trump and his ilk literally would not answer the questions/provide the information and then bill barr stopped it.
secondly, in terms of russian collusion - senate republican report clearly indiciated there was much collusion between trump and russia.
thirdly, there is no criminal charge for "collusion" they would have had to frame it around as conspiracy which they were not able to.
