ISIL has a higher peak potential threat, but right now the NRA does far more harm (because of its size and influence).

Who is the NRA harming exactly? They clearly aren't terrorists.
Particularly in light of the zero correlation between gun control and homicide in the US, and common occurrences of increased violent crime in states/countries where people are subject to more gun control.
