Thats exactly right. If politicians raise taxes on the super rich sky high, they also create tons of tax shelters and loopholes for them. If they close the shelters and loopholes then they also cut the tax rate. You cant truly raise taxes on the super rich in a global economy because they will just move all their money to another nation.
