absolute free speech means free speech absolutely. people her under a visa program are law abiding temporary citizens of the united states afforded the same rights (while they're here legally) as any natural born citizen.

red tape violations are still violations, temporary citizens are still citizens.

NOW, lets say you stated that all the way up to deportations, and wanted the FBI to monitor pro-Hamas visa holders for security reasons. ok, no issue. i think its largely going to amount to no arrests of sleeper cell agents, but ok.
