Then why are the turnouts still the same party makeup? Why would Democrats be hemorrhaging house and senate seats if they were cheating?
All the California districts line up 1:1 except those 2, but in the house its a 1:1 to 2016.

He can if the senate plays ball using the Higher Education Act, but i think he only spoke of getting rid of up to 10k on federal loans. Ah found a forbes article on it. Says it also wipes out after 20 years of repayment, so you aren't paying long after you're dead.
