Eyewitness Niels was in the tram during the attack. He felt like the attacker was aiming specifically at one person and people who tried to help her.

Honestly loads of speculation and hearsay going on. Nothing is sure yet, not even whether this was an attack with terrorist motif.

It could be a targeted attack on a woman or a terrorist jihad or vengeance for new zealand, in any case I would be safe in saying that dutch authorities have completely failed to protect the public from an obvious threat. Someone with his rap sheet shouldn't be free in public in any western country.

/e now there's speculation "Twitter acc of a family friend said he wanted to kill his sister."

I can see it already

"Stop politicizing this tragedy guys, it wasn't terrorism, it was just an honor killing. His sister had disgraced her family!"

Advice to stay inside in Utrecht has been lifted.

https://twitter.com/PolitieUtrecht/status/1107664971205410817

Number of injured has been adjusted down to 5 from 9.

Another witness account:

https://www.rtlnieuws.nl/nieuws/artikel/4646596/daan-zat-de-tram-van-de-schietpartij-utrecht-gokmen-tanis-ik-dacht-ik-moet

"I was busy with my phone, when the tram suddenly stopped and everyone panicked. When I looked behind me I saw a woman lying down. At first I thought it was an accident and I think other people thought the same. People left their cars at the traffic light to try and get her to a safe location. Then a man with a loaded gun followed them and people hid between and behind the cars standing still." After the tram doors were kicked open, he was initially relieved but soon saw that he wasn't safe yet. "I heard many shots on my left, so I went right, towards the station. Luckily that went well. Everything happened in a flash." The shots sounded fairly dull, said the Utrechter. "I think he had a suppressor. Instead of hard bangs, it was more of a pofpofpof." According to Daan it seemed like an attack on the woman.

i'm wondering... have you EVER seen anyone say anything even remotely close to that about honour killings on pard, or are you just wildly strawmanning because there is a small possibility this wasn't exactly what you apparently hoped for?

It's looking more and more like it's family-related. https://nos.nl/artikel/2276577-verdachte-aanslag-utrecht-stond-bij-herhaling-voor-de-rechter.html

The NOS reports that Gökmen Tanis has been in contact with police frequently. He has been tried (Important note, it is unclear if he has been convicted for these crimes) for at least the following crimes:

break-in into a truck in 2012
attempted manslaughter in December 2013, when he fired a firearm toward a residential flat
theft from a store in Utrecht in May 2014
spit on and threathened a police officer in October 2014
driving under the influence in November 2014
demolished a window in Oktober 2015, after which he destroyed a police cell
rape in July 2017. The first step in this court case, a pre-trial review, occurred two weeks ago.

The woman claiming he raped her has stated she 'sort of had a relationship with him'. He is also suspected of domestic abuse with her.

A Turkish news agency says that they have spoken to acquaintances of the suspect; they say that the shooting in Utrecht was related to a family incident.

Do note that authorities have not yet excluded a terrorist motive. The heightened terorrism alert level (level 5) will remain active until at least 22:00.

Not clear yet. Note that the Netherlands has a more harsh justice system than many other Western European nations (higher % of conviction, etc). There will 100% be an investigation into why this guy was out on the streets and if there at any point was legal reason to detain him.

T. May trying to pass her agreement for the third time: refused by the chamber speaker:

"But the government can not represent the same proposal or substantially the same one that was rejected last week by 149 votes," he added, based on a "very strong and old convention, dating back to 2 April 1604 ".

This convention has been invoked several times in British parliamentary history by the speaker to reject the examination of a text, said Mr. Bercow, citing the dates of 1864, 1870, 1882, 1891 and 1912. "C" is a necessary rule to ensure that the time of the House is used sensibly and the necessary respect for its decisions, "added John Bercow.

So they got the delay, then a longer delay.
