He has authority over the federal government, he can order it to shut down or open up. He does not have authority over state goverments. It is the governors who close or open their states.
It is still an excuse by him, he's clearly trying to shift as much responsibility and blame to the governors and away from himself as possible. If he, the president, threw his full weight behind shutdowns, those governors like DeSantis would get under so much public pressure that they'd have no other choice than to fall in line. But he doesnt, because deep down he doesnt like those shutdowns and how they're wrecking his beautiful economy.
