What can Cummings do policy wise to improve Baltimore?

Absolutely nothing while he continues his Trump witch hunt.

I don't think anyone has an idea of how to improve Baltimore easily. But they damn sure won't improve it by ignoring it altogether. Right now, Cummings definitely has other motivations. Namely, bringing down Trump.

in terms of oversight he could be exposing issues in the HUD wing of the executive branch. we've gotten 2 things out of Ben Carson, a scandal for too expensive of furniture, and a disastrous meeting with Congress where he stumbled on basic housing nomenclature. Spotlight that dept and how ineffectual it is. it's THE dept that can make the most change in Baltimore.

if the called in Carson and forced Trump to back up his talk about Baltimore it would be evident Trump doesnt give a fuck about Baltimore and is just doing his normal mouthing off against anyone he dislikes.

outside of that criticism of his district is unfair, its not his fault Baltimore is shitty. it was shitty before he took office and would remain shitty if you pumped a trillion dollars into it.

Increase police presence, reduce/streamline gun control, any local policies that strengthen ordinary citizens while harming criminals.

Did you have a problem with Hugh Hewitt, a conservative talk radio guy, asking questions at Republican primary debates in 2016?

And sometimes calling a spade a spade isn't biased. Trump has said bigoted things multiple times.
