you're just talking out of your ass. the border wall is framed as a measure of "national security", which makes it a ton easier in a legal sense to justify using funding from the defense budget. legally speaking, framing climate change as a similarly imminent threat to the national security will be a lot more difficult.
other than that, I actually support the idea. the US military budget is completely overinflated anyway - instead of soldiers staying in their barracks sitting on their hands, it would be a much better idea to deploy them to reforesting projects, building dikes along the Atlantic coast or utilizing the pioneer corps for the construction of interstate power lines which bring solar energy from the sunny south to the cloudy north.
similarly, defense funding can be used for research on clean energy tech.
