they've gotten scoops like this in the past, and its basically just a heads-up on the imminent IG report so it makes sense for it to leak early. If it was false, it would be quickly disproven
now the IG report might disagree with the characterization of Ferrante's actions and will probably give some vague assessment of it not rising to the level of actionable whatever
but its one piece of the puzzle put into place and gives a better understanding of the whole affair

We'll see what the facts are coming out. Comey had good reason to be suspicious of Trump considering his behavior before and after the election in regards to Russia. This is what cultists miss... they think Trump's abnormal behavior should be perceived by everyone the way they perceive it.
