does this mean that if the mindset at the death of a truly wicked man turns virtuous their after death experience would be virtuous? Or if a truly virtuous man dies unexpectedly in one solitary act of wickedness they are doomed to wickedness?

Put simply yes, but I would question if one whose thoughts dwelled on wicked things was virtuous to begin with.

The verse is also a reminder for constant vigilance of the self awareness. Most religions have similar high standards for themselves right down to one's particular thoughts, as can be sumised. Standards that most people dont realize or discuss much.
