And nationality is lumped in with race among the protected classes traditionally referred to by 'racism', so splitting that hair is irrelevant- a pedantic but meaningless distinction that might have worked if it was targeted at religion ('islamophobia!'). Its not dissimilar from how Ilhan Omar was channeling common anti-semitic tropes to denigrate jews. So yeah you might be able to say its a tame form of racism because it doesn't apply to the whole nationality as a class or say they should be removed or that they can't come back- but that doesn't change its root.

I mean, its fun for him to walk through how everyone else on the internet is a bigger idiot and they're simply regurgitating talking points they can't articulate on their own, sure. And that's well earned. And he gets a point for at least thinking logically. He's just not thinking it through.

So its factually not racist but you have an opinion that its irrelevant to care about the difference between nationality and race so its racist.

Its racist when you run under the following assumptions:

any criticism of minorities is racist
all countries have 100% population of any given race

This hinges on the target of his tweet.

If directed to AOC, it is racist as written, as race becomes the driving factor in the association of AOC as an immigrant.

Omar is an immigrant, telling her to go home is obviously crass, it can hardly be said that race is the driving factor when her origins are widely known. That she adopts anti-American rhetoric prevalent in that region just makes that process easier.

It's sort of irrelevant how nationality and racism are perceived, because this is really about Trump's state of mind. Does he think minorities are immigrants? Then he is racist. Does he see Omar as an immigrant because she's a well known immigrant? That's not racist.

Discrimination based on nationality has historically and colloquially been referred to as 'racism' with no distinction. It gets more fraught when we look at ethno-religious tribalism but as far as the common usage of the word, nationality is right in there. When I call australians a bunch of can-eaters, its racist. Similarly, indians discriminating against other indians based on the color of their skin- even though the 'race' is the same- is racism. Skin color is lumped in there too, even if its not necessarily pegged to race.
if people try to lump in sex/gender, disability, pregnancy, poverty, etc etc and say "muh intersectionality" they can fuck right off because then the word is meaningless.

Telling a person from a different country who hates american values and wants to turn it into a socialist shithole to go back to their country and fix that first is not racist. Its not about race.
Its about nationality and ideology.

You already admitted thats what the situation and comments are predicated on.
You choosing to not care about distinctions doesn't remove those differences from existing.

Trump supporters are colloquially referred to as nazis and fascists and white supremacists by many people.
That doesn't make them nazis or white supremacists. Thats not how facts work.

Somalian socialist isn't a race. Not even if there are historical examples of people conflating the two.
