I would define "the wrong kinds of people" as people who
A: have a culture and a socialization which are incompatible with the culture and socialization of the natives, and who
B: are either unable or unwilling to assimilate.
The Natiive Americans were a society of hunter-gatherers, fundamentally incompatible with the settler's Protestant work ethos and their capitalistic, materialistic orientation. The settlers saw no reason to assimilate into the Indian's way of life, simply because they could stay away from them until they had not just the technological edge but also the numbers advantage and could proceed to decimate them.
Nowadays, I would consider the values and culture entailed in orthodox Muslim, Hindu nationalist, ultraorthodox Jewish and African tribalistic faiths as fundamentally incompatible with the values of Western Democracies. The question whether immigrants with such a background are "the wrong kinds of people" thus hinges on their willingness and ability to assimilate into our society and to embrace the culture upon which Western civilization is based.
