Afaik, by this metric, Qatar or the UAE would be at the top of the list. IIRC, those are the richest countries on the planet going by wealth per capita. Qatar definitely is on top of the list if going by GDP per capita (PPP).
This doesnt mean that their economic or social model is the best, it just means they have a shitton of oil and a tiny population.
Similarly, oil has contributed greatly to the wealth of Norway, and minerals and coal have contributed greatly to the wealth of Australia. Both Norway and Australia would be fine even without the natural resources, but they wouldnt be as rich and as close to the top of various country rankings either.
Better comparisons are places like Sweden, the Netherlands or even Japan - countries without substantial natural resources who nonetheless rank among the most productive and wealthy in the world. (Germany is kinda sui generis due to the reunification with its eastern part which was run down from 45 years of socialist rule, which to this day is dragging down the entire country in statistics like these.)
