There is, for example, an open debate about whether Congressional districts should be drawn based on resident population, or based on population eligible to vote.
Currently, representatives from districts with a high share of noncitizens are elected by a smaller number of eligible voters, which means that these voters in these districts have a higher voting power or "representation ratio".
Similarly, it plays a role for the allocation of extra funding in education or healthcare; or when it comes to local authorities providing services in Spanish or Chinese and such.
To function as well as it possibly can, the state needs to know which people with which kinds of needs and weaknesses or strengths live in which corners of the country.
