Nothing about that has anything to do with Hegel at all.
The quote is so deranged that it seems seem that the author of the quote has never read any Hegel (can't blame them for that), has never read any secondary literature on Hegel, and that in all likeliness they didn't even to bother to check the Wikipedia article on Hegel before regurgitating this garbage. Hegel's dialectical method of exposition/arguing/thinking has nothing at all to do with "the ruling elite" directing public opinion.
